Moscow City Tourism Committee Chairman Evgeny Kozlov explained that talks are still ongoing to decide exactly how many people can travel visa-free at one time. Drawing from the Chinese model, he mentioned that groups of 10 to 20 people might be considered for the exemption. The final details will be worked out in further negotiations between the two governments.
